I believe Kap is talking about how different companies rate their processors according to how many instructions or mega flops a processor can do rather than real clock speed. Prima facia is the apple velocity machine which apple claims it's G4 at 450 mhz to be faster in some benchmarks than 700 mhz p3 or Cryix which had a comparison rating.
