Does counterintuitive bother you? If a good government model was intuitive it would have been tried. I am primarily interested in making everyone as rich as they are willing to work to be. The existing system is really stupid. Were I in charge, I would establish prizes for treatments of diseases and other major scientific breakthroughs. Corporations (and others) could compete for them. Medicines could be cheap enough for people to use, even in poor countries. Diseases with only a few thousand or hundred thousand cases would be worth curing (that's a problem with severed spinal chords). If we systematically used incentives to solve our social problems, we would get results. Pay the teacher, public or private, who gets the student through the test (or assessment). Pay the tax or drug investigator a percentage of what he collects. Pay the combat pilot for the targets destroyed (British Naval prize money drove the enemy from the sea.) Pay the traffic cop a percentage of the fines. The salary system is a guarantee of no results.
