China Unicom To Construct CDMA Networks

The January 26 Zhongguo Jingji Shibao (China Economic Times) outlined China Unicom­Ýs plan for CDMA (code division multiple access) network construction and detailed the problems that Unicom­Ýs mobile communication network is facing.

Problems

1. The Frequency Resources Of GSM900 No Longer Meet Unicom­Ýs Demands.

Unicom­Ýs market share in the mobile communications market is ultimately expected to reach 30%. The biggest problem that Unicom­Ýs mobile communication network faces is a severe shortage of GSM900 frequency resources (the global standard for mobile phones), which no longer meet growing demands.

Unicom­Ýs GSM900 network uses a 6 MHz frequency. According to the regulations of the National Radio Management Commission, except for protected frequency no. 95, Unicom can use frequencies ranging from nos. 96 to 124, making for a total of 29 frequencies with a 5.8 MHz bandwidth.

Furthermore, considering the limitations on the site selection for base stations, it has been difficult to expand network capacity; the calling density for GSM900 in some urban areas has climbed to 120Erl/km2. Thus, increasing frequency resources and constructing other communication networks (such as CDMA or GSM1800) are imperative.

2. GSM1800 Networks Are Expensive To Construct

To enlarge network capacity by expanding the GSM network to 1800 MHz frequency, a completely new base station system must be established. Since the radius of coverage of GSM1800 is less than half that of GSM900, more base stations would need to be set up for GSM1800, which not only increases investment needs but creates difficulties in the selection of base station sites.

Due to the concentration of the radio base stations in Unicom­Ýs GSM network in some cities, it is difficult to add new station sites, yet the selection of station sites is critical for the quality of mobile networks.

Construction Plan

Following the lead of coastal areas and economic zones along the Yangtze River, Unicom plans a large-scale construction of CDMA networks to achieve nationwide coverage. The business promotion scheme for Unicom­Ýs CDMA cellular mobile communications from 1999 to 2000 is as follows:

1. To build a network with a capacity of 10 million subscribers, covering over 50 domestic cities, by the end of 2000.

2. To pursue new construction and expand existing construction nationwide to achieve 10 million subscribers per year in 2001 and 2002.

The cumulative construction capacity will reach 40 million subscribers with general coverage of most domestic cities above the county level by 2003. In addition to its GSM subscribers, Unicom will have 30% of the market share in the domestic mobile communications market.

Just watching the key web sites for the 2 PP's amd UTS Forum and UWCC and ETSI, and CDG, and GSM Associatio, and GSM Alliance, and discussions with individuals that are in the various organizations.
