Ken- I checked into France Telecom's plan. For the low, low price of around $3USD per hour, you can get an analog dialup connection. If I wasn't mistaken, it was for both the Internet connection and telco time. I may have gotten the details wrong because I don't speak French.

This, "bargain," was displayed quite prominently in France Telecoms local office window in Beaune. I saw the same display in a window in Paris.

Last time I lugged my laptop to France(a little over a year ago), it took me about 40 minutes to get a connection that would last 5 minutes before dropping me. It was quite frustrating and this time I didn't even bother. I was hoping for Internet cafes that I could not find. -MikeM(From Florida)

Hi Ken:

This is because in most European countries, unlike in
the US, local phone calls are charged by the minute.
