Lee, I'll agree with your money management position and add that if one know's what they are doing they should be able to get to the proposed limit without the need for margin. Heck, if one knows what they are doing they don't even care about the proposal, since it won't impact them. The small guy with $5000 to $15000 should buy low, hold and make some real money before they venture into shorting and day trading on margin. If one can't make money by buying with cash, one certainly isn't going to do so by buying on margin. I don't buy the proposition that not having margin is the reason one can't make money in the market. People need to learn what stocks to buy and when to buy them. Those that have started with small capital and have made the correct moves aren't worried about the limit. Those that haven't have proved that they still need to learn how to invest wisely, IMHO.
