All 48 of the satellites launched for the Globalstar system, 40 of them in 1999, are in excellent working order. Four additional satellites, to serve as in-orbit spares, are to be launched tomorrow, February 8th, on a Delta II rocket from Cape Canaveral. Eight additional satellites, to be available for launch over the next 18 months, have been ordered from Space Systems/Loral. (my bold)

Increase in system capacity? 18 months. Lets see - at current Loral terminology... that puts the increase constellation firmly into 2009.

What I remember was tues launch off next date Feb 11
It was because of equipment failure. Maybe they got it fixed
