The only thing is that they might not design for cycle time, with a long pipeline as Scumbria likes. Maybe they prefer a short pipeline, longer cycle time, but more work, or logic done per cycle. Looks like IBM and Apple lean that way.

I wouldn't give Sun Microelectronics enough credit to think that they made a conscious decision to run at low MHz. 3 years ago UltrasparcIII was planned to be a 1.5GHz processor. They just failed to execute.

I expect benchmarks will have to wait until the product is released.

Remember - the ITaniums being sampled are still very early Silicon - fairly clean, but not speed optimized by any stretch.
