Software may have been part of the problem, but I think the larger issue was poor management and/or lack of know-how of support staff. For example, our financial staff were always complaining that PA did not report activities in a timely or detailed manner. Also, many, many bills were returned by payors because of PA system coding errors. Finally, on the encounter tracking issue, PA submitted a test tape on our behalf to the capitation payer (a major HMO), and the HMO's reaction was utter astonishment that something so pathetic and inadequate and wrong had been produced. Throughout all this, the common thread was big ideas, lots of promises, but no delivery ragingbull.com
