I think Intel answered this question about 4 years ago. If you look at the consequences of tying down to just one OS, it will be windows all over again. Which will make a few customers unhappy.

By allowing multitude of OSes to be developed on IA-64 the customers will have a choice of OSes. In the end the customer decides which OS will win in the battle for IA-64.
