Steve, judging from the sentiment in bond-land, a tank should be expected...perhaps the inflation data and the Huphrey-Hawkins testimony will trigger it. the whole budget surplus story is anyway basically a clever accounting trick. all they do is transfer the bonds from private holders to the social security fund. it's one of the many half-truths promoted by Mr. 'what-is-is' and his administration...
