How about essentially 2 integer units.

And clocking on both sides of the 1.5Ghz clock.

Each will really run at 1.5Ghz but thruput will be 2x.

PowerPC has three integer units, but they don't claim triple clock speed. Everybody uses a two-phase clock, but nobody has been slimy enough to try to quote one phase as the clock speed. Maybe that is what the Intel engineers argued with marketing about?
