and yet I am allowed to use a broker and do precisely that: sell xyz and immediately buy ABC. Why? I'd really like to know.

the rule is that you can sell shares purchased on a previous day and use those proceeds it to buy new shares that same day,
but if you bot new shares and sold the same day, the sale proceeds cannot be re-used till the following day.
it has nothing to do w/ 3day settlement, but w/ use of margin (as you correctly pointed out)
