JDSU management had refused to comment on a completion date. In addition, they would not comment on when the papers were filed with the government for review.

I don't think they wanted to speculate and therefore offered no guidance on the completion date. Usually, these types of deals take under 6 months (JDSU/OCLI and the GLW/OPTX). Glw had noted their deal would be completed by end of June--ie about 5 months.
That seems to be the only way to guage how long it will take JDSU. If it takes longer, my guess would be they were asked to supply more information to the Feds.

In general the Fed have to respond to the merger request no later than 30 days after the filing date. Now, merger was announced on Jan. 18th, assuming that the filing was done at or few days before/after, that puts us very near the due date. However, Fed could always ask for additional info, but I really doubt that, especially with the recent mergers and buy-out in the optical arena.
