Well, we've all seen and done stupid things on SI. (no lists please, :-) A more comprehensive policy than you suggest is probably required to discourage habitual foul language or over-the-top harassment. Also, stock manipulation, spamming, and tortuous acts need to be dealt with somehow.

That's cool, my exposure to physical threats was coupled with publishing personal information. Of course, since I was under the dread death penalty at the time, I suppose I had no official existence in the eyes of the admins, so there couldn't have been any physical threats or personal information published either. If a tree falls in the forest and all that. I still think it's all a joke, but I got to dig up this other old post to demonstrate the true depths of humor involved.
