My time record sheets, which come from a major supplier of office supplies for lawyers (www.blumberg.com), have printed at the top a conversion chart for keeping time in tenths of an hour, and most of the lawyers I know do it that way. If you have a stack of messages, and start making phone calls, and each one only lasts few minutes, you could easily bill an hour or two for half an hour's work, if you assigned a fifteen minute minimum.
