China as a nation has already agreed to support the IMT2000 platform - they've already allocated the spectrum.

Its a legally binding platform for signees. last time i checked WCDMA and CDMA2000 are still part of the platform. they can't back out now without losing face to the rest of the world community; they need 3g just as bad as everyone. Shanghai is a wireless jungle in need of a broadband solution.

I doubt that Qualcomm's non-participation has anything to do with this delay tactic. It's probably just another method of squeezing juice from the U.S. for the WTO.
