Yes, many pros believe that and I don't disagree for the most part.

Technically, market makers would want to render worthless the put strikes with the largest open interest, to balance with similar strategies on the calls (Max-pain points).

In a general sense, pessimism is one of the best bullish indicators. It works especially well with index and index options.
