That may be the same article I saw last year--one about videotapes in Moscow, holographic stamps, and police corruption/bribery. The article indicated that enforcement was poor, although I recall it saying something like a 30-60%? reduction in piracy, which sounded like a success story to me at the time despite the desolate tone of the article. I asked Kevin if those were his stamps and he said no. Supposedly other companies are/have been producing holograms in Russia for a while now. Must be theirs.
