If Clinton had had his way, he would have increased spending. You are giving him credit for something forced on him by Republicans. The same with welfare reform. I have no idea how Clinton is supposed to have changed law enforcement procedure, James Q. Wilson is generally credited with the ideas, and Guiliani and other Republican mayors with implementing them. What was his big environmental initiative? His foreign policy was hardly innovative, although he does deserve credit for hewing the line on free- trade, which is sometimes tough for a Democrat. However, it is arguable that he has squandered a good deal of the advantage Reagan and Bush accrued. As for containing wars, he is noticeable for having unnecessarily started one, in Kosovo, by virtue of a "shove it" diplomatic initiative. Well, thanks for trying, anyway.....
