Actually, individuals are supposed to pay tax on Dell purchases, Dell just isn't required to collect out of state taxes. Needless to say, most individuals break the law because it is a pain in the rear end to pay state sales tax, and you won't get caught anyway.

Corporations that purchase large volumes, however, can't get away with dodging the tax man so easily. Only the most daring scofflaw corporation would avoid paying state sales tax on a Dell purchase, at least as far as those that deal in large volumes are concerned.
