I see nothing fishy. The insiders were already tendering all their shares. That hasn't changed.

What has changed is that you can now get in line in front of them by tendering at a lower price. Previously the only way of doing that was to tender an odd-lot.

The extension of the deadline appears to give everyone the opportunity to change their tender price to something lower than $7.25.

I don't see anything fishy here at all. What I see is that the SEC has forced them to change their rules, in mid-game, to favor the small investor.
