Obvioulsy, you don't need announcements to push the stock up while selling large blocks. Announcements will keep the momentum going to attract other buyers while the block or blocks are being sold. This usually will push the stock higher then where it was suppose to go or could of went. They (ELEC and the Market-Makers) have been timing some of their announcements with large block sales to sustain longer mobility. Hopefully, this now makes sense to you. This is a common pratice.
