You partially answered your own question in your post.

To say that Sun builds internet infrastructure is putting a bullish spin on things - which has accounted for the stock's overvaluation. Sun may provide infrastructure for some Internet businesses but it is not the infrastructure of the Internet, as Cisco is. You could remove all Sun hardware from the planet and the internet would still function. Those businesses reliant on Sun hardware would be able to find alternatives. Remove all Cisco hardware and we would be in trouble. I also happen to think Cisco is overvalued but its future growth prospects are greater than Sun's.
