Intel doesn't have spare fab capacity or I don't think they would have:

#1 bought the empty Rockwell fab in Colorado Springs.
#2 began the outfitting of their Hudson/DEC Fab for Intel process.
#3 Started the enormous Ocotillo fab in Arizona.
#4 began the conversion of their older mothballed Fab5 to flash process.
#5 announced they are still looking to buy more fab capacity on the open market.

Additionally in today's job market nobody has excess design resources. Call yourself a Design Engineer and if you can see lightening and hear thunder you got a job offer.
