Time to cool the war of words, warns Cohen

The United States will not be intimidated by
belligerent Chinese rhetoric, Defence Secretary
William Cohen said as he arrived in Hong
Kong yesterday.

Mr Cohen, for whom the SAR is the first stop
on a regional tour, urged Beijing and Taipei to
cool their war of words over Taiwan.

But he said there was little chance the verbal
exchanges ahead of the island's presidential
elections would flare into military
confrontation.

"As far as firing words as opposed to taking
action, that's certainly a change from what
they've done in the past. But we want to make
sure they continue to work the peaceful way,"
he said, referring to China firing missiles off
Taiwan in 1996 before the last presidential
vote.

A commentary in the Liberation Army daily
warned US policymakers recently it was not
wise to get into a fight with China because of
its "strategic attack capabilities and
long-distance attack capabilities".

Mr Cohen brushed aside the implied threat. "I
don't believe it reflects official policy, but in
any event the United States is not going to be
intimidated by such rhetoric," he said.

"We will maintain our obligations under the
Taiwan Relations Act and will continue to
insist the Taiwanese resume negotiations
peacefully and not seek independence, which
we don't support."
