We have various laws which support custom precisely because there is no very good reason to give offense. In the first instance, going nude would be tantamount to playing one's boom box at an obnoxious decibel level, in terms of the imposition on the consciousness of others. In addition, there is the chance of inordinate sexual provocation, which is no small matter. (It is less a matter of provoking advances than of forcing sexual feelings on those not seeking them). Finally, there are many situations where it could reasonably be considered unsanitary or unsafe, especially in urban areas, and an extension of "no shoes, no shirt, no service"........

You are half right. Appearing nude in public in and of itself is a behavior, especially when the intent behind it is to provoke some sexual response from others. The arguement could be made that it is an innocent and natural state of being and the actor (nude person) has no responsibility for what occurs as a reaction to it. The responsibility of the provocater in this scenario is usually denied. This results in a very scizophrenic society. The history of human beings testifies that viewing the human form is a primary trigger for a sexual response (especially in men). Even when societal safegaurds define modesty as the norm the individuals have a responsibility toward non-provoking behavior in public and self-discipline when feeling provoked. Remove the role of modesty in public and you open a can of worms IMO.
