OK, I'll give you a break. Male vs Female is another arguement. It is also a trap to argue blank slate vs nature; Anyway, I'll go with the the former (environmental programming) at your request.

Let me pick on hormone deranged adolescents for the moment then. They are in a constant rave to get it on, at least the ones I grew up with. The standards of conduct and controls put in place by the "in charge" group deter some of the wild abandon that would otherwise take place. In addition to that, the signals present in the environment are readily interpretable. For example take two women walking down opposite sides of the street. One scantily clad with spiked heels lace nilons and mini skirt, and heavy makeup. The other dressed in a conservative business attire. If the two women had dress for success in mind when they went out then we can all interpret the signals. Yes, learned from the culture. In a natural (nudist colony) setting the usual signals afforded by clothing would not be present to interpret. The majority of us prudes in the mainstream society, however, interpret the lack of signals to be a signal in and of itself. The signal most people get from this is that societal codes, rules, and controls are not for us.

This is exactly why I would endorse legislation on the matter. Its fine with me that societal codes, rules etc. are not for you when you are in private; but when you are around me I feel much more comfortable knowing that there is respect for standards of decency in regards to any involvement we may have, deliberate or incidental.
