I do not understand this arrangement. Why should it matter if there is a press release announcing WIND's position with new products or new releases?

One possibility is that announcing the relationship at time the design decision is made amounts to announcing the product for which it is intended and there are many reasons one might want to delay that announcement.

Voop, this situation is more common than you might think. I would estimate that at least 30% of the design wins I've been involved with over the last several decades have specific contractual terms prohibiting public announcements. Intel is notorious for this. Frankly, the only valid reason I can think of is that they believe using company x's widget gives them a competitive advantage. I've asked in for the rational in past and never received an adequate answer.
