You raise an interesting point. In the South, blacks and whites have lived side by side for a long time. There is an understanding of each other that is less prevalent in the North.

The most racist neighborhoods I've been in have been in the North.

No-one expects that that will be enough time to push through fundamental change. Indeed, most believe it will take at least a generation before Russia is transformed into a truly civil society. Yet if Putin succeeds in at least scaling back the levels of theft and corruption he will have made a difference.

"More than economic change, people want a forceful presence at the top who will combat the criminal elements who now operate with impunity in Russia," says Sergei Ivanenko, deputy chairman of the opposition Yabloko bloc. "This is one reason why Putin is so popular. It is also why many political analysts here are drawing parallels with the German Weimar Republic of the late 1920s. There is much talk about the possibility of the restoration of a military or a police State. There is a danger of that happening."
