The only war going on is over intellectual property. Imagine you are telecom company investing heavily in infrastructure there and suddenly their government pulls the rug from under your feet. It happened to Qualcom. Or imagine you "give away" design know how, they copy the design and sell it in your own back yard without having to pay royalties that you have to pay. (no comment on who this happened to).

As BS says, it is saber ratting. Right out of Sun Tzu's "Art of War". When you are weak, you make a bunch of noise. When you are strong, you do the "speak softly and carry a big stick" bit.

You're also right about the guidance accuracy of their warheads. So it is more of a HEMP weapon, which would wreak havoc over Silicon Valley. Their 50 or so ICBM's have little or no decoys too. Unforuntately they are housed in tunnels bored (with human slavery) deep into a few mountain chains, and cannot be neutralized with even uranium hardened warheads.
