What is a "new voter"? Primary voter or voter in general? How did they measure the number of new voters? What does a small increase in new voters indicate? It's hard to comment on the signifigance of that statement without more information and a lot of dialogue. Bush is as bad as Clinton, but 1/4 as smart.
