I disagree. Given that the owner can put 0 down and will always keep the rent about the tax adjusted monthly mortgage payment, (s)he will have little to worry about from subsequent inflation in housing prices. The renter, on the other hand, will have to face the full blunt.

So, it makes sense to include rent (a consumption) and not mortgages (an investment).
