Almost all normal lenses for SLR's focus down to 18". At that distance you should have no problem filling the frame.
The parallax problem is easy to solve. Cut four pieces of string the same length, and tape them to the four corners of your monitor with small pieces of tape. When the all reach the lens at the same time, the lens is centered and you should have no problem with parallax as long as the back of the camera is parallel to the screen.
Some of the older slrs had this problem. It has just about disappeared today. I haven't checked, but I wouldn't be surprised if Kinko's charged somewhere above $1.00 for each transparency.
