And I suspect that EDIG got ATRAC-3 gratis, simply because Sony wants a longer list of licensees.

I doubt very much that Sony wants MicroOs, or even wants the potential liability of even looking at it.

Sony is the King of cost reduction - they will NOT pay a royalty. While they will contract-out engineering, and often do so in the U.S. (I have worked on a Sony product) Sony OWNS EVERYTHING produced, and will NOT pay recurring royalties.
