<<Any idea why it keeps dropping>>

One, it is sector related. CHINA, KOREA, SIFY all down. Second, it is related to the Japanese market - IIJI is affected by it, even though it doesn't trade there, because it is supposed to be listed there sometime in June/July or thereabouts. Meanwhile, this is the time when there is a fiscal year-end for Japanese companies and it is a rough time. But all this should be over by April.

Timing this issue is hard - it is dependent on too many factors. If you like the story, buy it mid-low 70's. The risk is market related. If you want to trade it - you must do the TA, which is very difficult for IIJI, because of the multiple factors affecting it (Japan in addition to trading here).
