I disagree.

You don't need any notion of what is good- or, I think. you don't need any agreement on what is good. You only need to get people to agree to behave in a given way- for their own reasons, which may or may not have anything to do with "morality" as it is defined as "a system for ordering rights and wrongs". If you want to define seeking something "good" as moral, then anything you want is moral- which is just plain silly. You want to kill someone because it will make you happy? Well that happiness is GOOD for you- so it that a moral act? I can't see that- but that seems to be where you are heading.
