Looks like that was a smart move. Sonera will be bidding for a French license as a smaller part of a consortium - that's a whole lot safer than assuming most of the risk of a license, like Sonera did in the English bidding.

Sonera has a slice of a Spanish license - a slice of French and German 3G licenses would be nice. That would give Sonera a part to play in European 3G market, but not saddle the company with insane costs. The operators that are ready to pay 5-10 billion dollars for a wholly owned license in a single EU country are taking an enormous gamble here.
