Well in a way. It's an erection year (sorry had Chinese food for dinner) and there are some weird forces at work. I believe Greenspan is serious about rate hikes but any rate hikes from this point on have serious political ramifications. In addition, the exposure to the market is unreal when you include pension funds, insurance companies etc. As a result I think there is some real concern over talking the markets down and raising rates at the same time. If you think about it, what has changed from two weeks ago? Nothing. Yet the Nasdaq was down almost 25% from its highs. That's serious when in reality there was no compelling news to create such hysteria. So I think Clinton said "cool it" for a while in not so many words to Greenspan and the talking heads of Wall Street.
