Where is the overwhelming evidence? Much of the negative consequences come from the culture of criminality and the penal system- take those two elements out of the drug culture mix and you'll have a very different environment.

Medical Marijuana users (for example) seem to be very nice people to me- and aside from their medical problems they don't seem to be afflicted with anything, not even Reefer Madness.
