"I don't think that will change until the "fon" deal is denied or approved.

The FON deal is keeping a lid on the WCOM share price for a couple of reasons. One is the arbitrage pressure. The classic arbitrage play is to short the buyer and go long the target company. The second is the uncertainty about the deal closing and what that would mean to WCOM's perceived competitive position. Whether you agree or not, the street is certain WCOM needs wireless infrastructure to have competitive strength going forward. If WCOM is blocked from acquiring Sprint PCS, then VOD, VSTR/PTEL, and NXTL are the remaining targets. The problem will be the perceived price and the perceived dilution. Some are buying FON as a way to get the upside of a closed WCOM/FON deal without the downside of a failed deal. In the meantime, WCOM is not trading on fundamentals to any great degree.
