I don't think the operators want to go that route. i also believe Q & NOK mutually want to go down that road.

I think the best scenario for Nokia is one in which many new operators end up winning licenses in countries with spectrum auctions (like Telefonica and MCI in the UK). This way they get the country-wide 3G contracts as well as the EDGE upgrades to the "old" GSM networks (OneToOne). Of course it doesnt look like this is going to happen anymore in the UK.....the bidding got out of hand.
