Cellular refers to spectrum at the 800 MHz band.

PCS refers to spectrum at the 1.9 GHz band.

That's just in the USA, in other parts of the world it differs here and there.

The wireless industry has been terrible at naming things for the consumer (no one is to blame due to the nature of the space) ... TDMA, GSM, CDMA, WCDMA, AMPS, analog, digital, 1X, 1XRTT, DS, MC, GPRS, EDGE, 3X, 2G, 2.5G, 3G, bands, dual-band, modes, dual-mode, tri-mode, etc, etc, the list is endless .... a very complex space, moving all the time.
