[Winstar to Provide Buildings Owned by Belgium-Based Cofinimmo SA With Advanced Broadband Services First Major International Building Portfolio for Winstar]

NEW YORK--(BUSINESS WIRE)--April 11, 2000--WINSTAR COMMUNICATIONS, INC. today announced that its advanced, high-speed broadband capabilities will be made available in the commercial buildings owned by Cofinimmo SA, a leading listed property company in Belgium. This is Winstar's first building access rights agreement with a major portfolio owner based outside of the United States.

Under the terms of the agreement, Winstar is permitted to offer its broadband services, which include high-speed Internet and data, Web-based information and local and long distance services, to Cofinimmo's portfolio of 86 office buildings. Cofinimmo owns buildings in several key business markets throughout Belgium.

The agreement also allows Winstar to install hub sites on existing and future Cofinimmo buildings. Winstar will be able to provide its state-of-the-art broadband services to both Cofinimmo properties and other major office facilities located in the vicinity of the hub buildings, without relying on access to the copper-wire local loops operated by other carriers.
