QCOM never enters these offshore operator investments alone. There is pleanty of money in the world to participate in a Jap license purchase. Just think how nice it would be to link Japan with the rest of Asia, US, and Europe partnering with VOD. I suspect NTT's links are with former monopoly's like AT&T, Alcatel. NTT has stated they will link with US and Korea in future. Such an operation in Japan would finally force the old monopolies to compete in a meaningful way. Nortel is on board with VOD/BAM/GTE/Airtouch. The US Govt would probably be willing to help hold Japan to their free trade commitments or restrict telecom imports into US. Just some creative thoughts---it is a war out there. JohnG
