In those instances, I believe Globalstar should ignore the local thugs who claim to be the government and provide service through a neighbouring gateway. There is obviously no legitimate government in Zimbabwe when the judiciary is ignored, referenda are ignored, elections are needed and civil order has gone. Globalstar will not get any problems from the UN if they go ahead and provide service. They could even get into trouble for crimes against humanity if they don't! That would be tantamount to removing the means of survival. It is going to be an interesting question for the political hacks to sort out at an international level. I say stuff the bureaucrats and provide service. Of course, in this instance, it would be South Africa providing the service and they refuse to do so, in which case the argument is pointless. But Globalstar should certainly give them the right to provide service in Zimbabwe and get the GOCC people in San Jose to flip the switches to enable it. I suppose Globalstar South Africa does have Zimbabwe in their territory anyway, but I imagine there is some agreement from Zimbabwe "authorities" needed before they will do so. They probably support Mugabe anyway, so they will deliberately stop service to opponents of Mugabe. The same in criminal regimes like Iraq. Just let a neighbouring gateway provide service if they want to. Saddam and Uday can get stuffed. If people are brave enough to use a Globalstar phone in Iraq, that would be up to them.
