The US drug their feet and Castro's brother set up a deal with Moscow instead. Moscow sent him the money and official
communist "How to" book and a dictator was born.

That is not true. I'm sure he had hopes of working out some deal with the US but he was a communist and he became a
dictator because he wanted to have that power, not because he was forced to by anyone in Moscow.
