AOL Blames Bell Atlantic

Washington -- America Online Inc. lawyer George Vradenburg said Thursday that his company's digital-subscriber-line deal with Bell Atlantic Corp. is crawling along due in part to glitches in the telco's network.

Asked why DSL hasn't taken off with Bell Atlantic, Vradenburg said, "Service-provisioning problems on the telephone side, qualification of the lines and investment in the plant. I think service-provision problems will get addressed very slowly."

Vradenburg, AOL's senior vice president for global and strategic policy, was a panelist at a luncheon hosted by The Media Institute. He said he expects dial-up Internet subscriptions to grow much more rapidly than broadband subscriptions over the next two years.

AT&T Corp. general counsel Jim Cicconi, attending the same forum, said he had a different take on AOL's and Bell Atlantic's problems. He said Bell Atlantic and the other Baby Bells won't roll out DSL unless they are challenged by the cable industry.

"What's really forcing the rollout of DSL is competition," Cicconi said. "If you look on a map at where DSL is being rolled out most aggressively, it's in exactly the places where AT&T bought TCI [Tele-Communications Inc.] cable outlets. There is no mystery to this."
