Excellent question ! (can G* retire G* debt @ 36 cents on the dollar, by purchasing G* debt in the open market, with their own money, right now ?). I dunno. (This is what Peru did, years ago, with money given to them by environmentalist groups, who donated the money in return for Peru agreeing to set aside some rain forest land to remain rain forest (instead of cattle ranching land)). One thing that might prevent G* from doing this is loan "covenants" described in the lending terms of money secured after the bonds were issued. Jon.
