I think in any culture, that kind of humiliation of a child is ABUSIVE and inexcusable...IMO.

In the Philippines, especially in rural areas, it is very common for relatives, especially older ones, to tickle and cluck over a child's privates, as if congratulating them on their gender. Generally takes place during bathing, or at such other times as the child happens to be naked. It sounds bizarre to the American ear, but when you see it it seems really very innocent and natural, and not really sexual at all. Certainly it is in no way humiliating.

I don't know how similar Cuban culture is, but certainly there are similar influences.
