there's a very simple litmus test to see if something is excluded from the core rate.

Step 1) Did it go up in price?
Step 2) If it did, then it is excluded.
Step 3) Smile reassuringly and announce there really are no signs of inflation at all.

anything that goes up in price is excluded. and the biggest component, shelter, is simply a flat-out lie, based on totally dubious methodology.
